RATIONALE FOR COMPLIANCE JUDGMENT

 

The selection, evaluation, and duties of the President are articulated primarily in three policies of the Tennessee Board of Regents (TBR), the governing board for Nashville State Technical Community College.

 

TBR Policy 1:02:02:00 Duties of the Board, item #2, directs the Board to “select and employ presidents of the institutions and set their salaries and terms of office.”  This includes selection of the Presidents of the TBR community colleges and universities and the Directors of the Tennessee Technology Centers [1].  TBR policy 1:03:03:00 Selection and Retention of presidents [2] provides more detail about the Board’s responsibility in this process.  It includes a section on the process for selection and establishment of qualifications for the president of each institution. Separate sections deal with the issues of retention and resignation of presidents and also provide for Regents Professorships for certain past presidents.  This policy also provides for the evaluation of presidents, specifying that each president “shall be evaluated based upon an evaluation process developed and conducted by the Chancellor.  Annual evaluations must consider at least the president’s accomplishments, objectives of the institution, leadership, commitment to the TBR system, and commitment to implementation of TBR policies".
