RATIONALE FOR COMPLIANCE JUDGMENT

 

The review, update, and publication of hiring policies for Nashville State Technical Community College are accomplished primarily through preparation of an annual Affirmative Action Plan [1] and related corresponding policies that are included in the college’s Faculty and Staff Handbook [2].  The Affirmative Action Plan is updated annually and made available in the Affirmative Action Outlook Public Folder so it is available to all employees for review.

 

When a position becomes vacant or a new position is approved, the supervisor submits a search plan to the Director of Human Resources.  This plan includes the advertisement, search committee, and process for carrying out the search.  A search committee is required for hiring all positions except support staff.  Positions are then posted on the college website.  The Director of Human Resources screens all applications and provides those who meet minimum advertised qualifications to the chair of the search committee.  The next step in the hiring process of review of all qualified applicants by the search committee, resulting in selection of an interview pool.  The interview pool must be submitted for approval through Human Resources.  For senior positions, the Tennessee Board of Regents (TBR) must also approve the search pool.  Initial interviews may be held by telephone, with a smaller pool of candidates invited to campus for an interview.  Following interviews, the search committee chair submits a recommendation to hire to Human Resources.  Three recommendations are required unless the committee could not identify three appropriate candidates for the position.  The Human Resources Director consults with the President relative to all hires and then makes employment offers to recommended candidates.

 

Procedures for the appointment of full-time and adjunct faculty are outlined in the Faculty and Staff Handbook [2]The hiring process for full-time faculty members is identical to the process for hiring professional and administrative personnel except that all positions are advertised nationally.  Adjunct faculty members are hired by Program Coordinators.

 

Procedures for transfer, promotion, and reclassification of current employees into open positions are outlined in the Faculty and Staff Handbook
